Markets entered as country pairs — "US, UK" for example — were being parsed as city/state combinations, which triggered the local-business classification path incorrectly. State values are now checked against a real US-state allowlist, so only genuine city/state pairs qualify. Anything that doesn't match gets passed to the broader classification logic instead of being forced into a local-business bucket.
